A Tennessee man is facing a sexual offense charge after an investigation led by Tazewell Police Lt. Josh Fields. The lieutenant states in his citation that he became involved an investigation about an alleged statutory rape of a 17-year-old female juvenile on November 10, 2023.
During the investigation, the victim stated that on the night in question she and a friend went to the Tazewell residence of 24-year-old Sebastian Allen Russell. The victim also stated that she went into the home alone at the request of Russell and once inside he sexually assaulted her.
Afterward, the victim’s friend later came inside the residence, stayed for a period of time, and then both girls left. The victim arrived home alerting her family of the incident and she was taken to the hospital for assessment.
Sebastian Russell was arrested and lodged in the Claiborne County Jail charged with statutory rape.
Russell is a registered sex offender and was previously charged and convicted for sexual battery in August of 2021 along with rape and incest in December of 2021. He is currently on parole.
