On Monday, February 6, 2023, the Middlesboro Police Department received a complaint from Middlesboro Walmart in reference to a male shoplifter that used force on a Walmart employee to accomplish a theft.
After detaining the suspect and after a thorough investigation by Middlesboro Police Officer Bucky Harris, 54-year-old Scott Isaac Howard, of Speedwell Tennessee was arrested and charged with Robbery - 2nd degree and later charged with promoting contraband - 1st degree.
Howard was lodged in the Bell County Detention Center.
**All those reported as being arrested (or cited to court) by WRIL are considered innocent until proven guilty in a court of law.
