On Saturday Night March 1, 2025 Middlesboro police responded to a call of an individual struck by a vehicle on Cumberland Avenue near Life Church.

The man, identified by Bell County Coroner Jay Steele as 65-year-old Joe Randall Bullins of Middlesboro, was seen being hit by a black/dark-colored pickup truck. The vehicle fled the scene after the incident. Middlesboro Police state it may have been a Ford Ranger.

Middlesboro Police and Middlesboro Fire/EMS responded to the scene blocking the roadway for several hours. We understand an off duty fireman was one of the first on scene administering CPR to Mr. Bullins. He was taken to Middlesboro ARH Hospital expected to be flown to another hospital, but passed away at the facility.

Video has been sent to Middlesboro Police of the incident, but they are still asking the public to submit tips if they have information that could help find the vehicle and driver involved in this tragic incident.
