The Kentucky State Police (KSP) Critical Incident Response Team (CIRT) has been requested to investigate a trooper-involved shooting that occurred on Monday evening just after 6:00 p.m. EST. CIRT detectives have responded to the scene and began an investigation into the incident.
The preliminary investigation indicates that troopers arrived at 635 Hubbs Hollow Road in Knox County to assist the Barbourville Police Department in executing an active arrest warrant on 44-year-old Steven M Carter of Rockholds, Ky.
Shortly after arriving on scene, a trooper located Mr. Carter behind the residence with a firearm. The trooper gave verbal commands for Mr. Carter to drop the firearm. During the encounter, the trooper fired his agency-issued firearm, fatally wounding Mr. Carter. The Knox County Coroner pronounced Mr. Carter deceased at the scene at 7:44 p.m. EST.
Knox County District Court records indicate that Carter and Raven C. Broughton had been arrested in January on charges of first-degree rape, incest, possession of matter portraying a sexual performance by a minor-under 12, and use of a minor in a sexual performance under 16. Carter had been released on bond awaiting trial when the new arrest warrant was being served.
