DNA Evidence Leads to More Charges for Bell County Man Already in Jail

A Bell County man is now facing multiple charges after DNA evidence linked him to a 2024 collision. Charles Partin of Gray, Kentucky, has been charged with receiving stolen property valued at $10,000 or more, leaving the scene of an accident/failure to render aid, and driving without a license/negligence in connection with the incident.


On June 13, 2024, Middlesboro Police responded to a collision at the intersection of Ashbury Avenue and North 19th Street. Witnesses reported that one vehicle struck another, causing significant damage, before the driver fled the scene.

Detective Cowan located the abandoned vehicle in the vicinity shortly after the crash.


Officer Morgan Justice investigated the scene and discovered blood in the driver’s area, believed to have come from the driver’s injuries during the crash. The blood sample was sent to the Kentucky State Police (KSP) forensic lab in an effort to identify the suspect.


In a recent development, the KSP lab confirmed that the DNA matched Charles Partin of Gray, Kentucky. On Thursday, March 27, 2025, Officer Justice formally charged Partin with the aforementioned offenses.


Partin was already in custody on unrelated charges at the time of the arrest.
